OPENING OR OPERATING A BUSINESS IN BLAIR TOWNSHIP:

Whether constructing a new building or renovating an existing one, the following permits and licenses must be obtained and/or registrations completed:

  • > Building Permit – Under the Pennsylvania Uniform Construction Code (UCC) and Township ordinance, a building permit is required and UCC inspection criteria met.
  • > Pertinent American with Disabilities Act (ADA) requirements must be met.
  • > Commercial Occupancy Permit – Required and can be obtained through the PA Department of Labor & Industry.
  • > Business License – Required and can be obtained through the PA Department of Labor & Industry.
  • > Blair County Tax Collection Bureau – Businesses must be registered with this Bureau.
  • > Zoning – There is no zoning in Blair Township.

IRC 2009 Section R110 Certificate of Occupancy. R110.1-No building or structure shall be used or occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be made until the cognizant building official has issued a certificate.

Sealed proposals will be accepted at the Blair Township Municipal Office from 8:00 am to 4:00 pm Monday through Friday at 375 Cedarcrest Drive Duncansville until 2:00 pm on May 13, 2025 for the following:

Item 1:    353 S.Y. Base Repairs, IN PLACE

Item 2:    209 TON Superpave Wearing Course, 9.5 mm, IN PLACE

The Pennsylvania Prevailing Wage Act applies to this project bid only if the bid amount exceeds $100,000.00.  Liquidated damages apply at the rate of $975.00 per calendar day. Proposals must be on the forms furnished by the Municipality. For third class cities the bids must be accompanied by a certified check or bid bond in the amount of 10 % of the bid, made payable to the municipality. For other municipal types it is the discretion of the municipality. A performance bond or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within 20 days after the contract is awarded. The Municipality reserves the right to reject any or all proposals.
